1. Title: Panel

2. Purpose: Understand and document the demand side of public access. Identify representatives of main stakeholder groups who are willing and able to participate in the research project around select public access (PA) sites.  Their role: to express their goals, plans or dreams; in other words, their agenda for wanting to use a PA site. 

3. Description: 3.1 Select sample PAs: Each country team will have a classification of PA’s (we may possibly find common ones across the countries). Examples: remote, rural, peri-urban, urban; private vs publicly funded; housed in a public institution vs a private one; active use of additional media or not; etc.  3.2 Around each PA we need to do a stakeholder analysis to identify those most able to influence, and/or most likely to be influenced by the PA (further methodological options on this forthcoming). 3.3 We need to be clear about the convening potential of the project: on what grounds are we able to engage them, do we need all of them to participate in panels on a regular basis, etc.  

4. Implementation: Pilot phase will help us determine the numbers that are manageable, the incentives needed to keep them on-board, and the methodological options for continuation (see: Outcome Mapping and Most Significant Change).

5. Issues for Seattle: Verify the groups’ interest and appreciation of the Purpose (e.g. other options to document the demand side); explore the steps listed under 3. Description; explore whether this item should be merged or not with OM and MSC.
