Research Strategy: Phase 1

Phase 1 research strategy -- from Friday session of Seattle workshop

The primary objective of Phase 1 is to pilot a number of methodologies -- quantitative and qualitative -- in order to provide us with the information we need to finalize a the research strategy in the fall 08 for Phase 2 (Jan. 09 for 4 years).

For Phase 1 we aim for small-scale pilots to test the methods. This will also allow us to undertake a greater number of field studies (if something doesn't work we can not include it in Phase 2).

At USC, the RWG also expressed the need to undertake certain data gathering that will allow us to devise new studies. As such, Phase 2 will likely include a combination of methods undertaken in Phase 1, plus new ones. For example, we discussed qualitative techniques such as Most Significant Change to generate impact indicators that may be incorporated into a survey.

In addition, Phase 1 will include an intensive literature review activity and an examination of frameworks (Richard Heeks), both of which can inform Phase 2.

The RWG and Country Teams will meet in fall 08 (tentatively September) to review results of pilot studies.

The RWG may need to meet again (October/November) to finalize the Phase 2 strategy.
